The most frustrating bugs in IOS 7 for me are when using voiceover in Safari and swiping through the page voiceover skips lines and loses focus. When editting emails and text messages the screen is very sensitive which causes the cursor to jump and voiceover to lose focus. Any of the other bugs that others are experiencing I'm able to deal with without losing my patience.
If you are thinking about updating to IOS 7 I say go for it. I have yet to find a work around with the voiceover bugs. And besides I'm learning patience!
