Just for your information: all activity data from my old phone miraculously appeared on my new one. Don't know why it didn't in the beginning and why it did later.
I did contact apple tech support, and although it's time consuming, it is helpful. They told me to toggle the health ap on on all phones.

I have two iPhones on one of which is stored my work-out data. I'd have assumed that it would be there on both. It isn't perhaps because only one phone is synced to my Apple Watch. What to do to get the data on both my iPhones? Should I try to save the work-out history using the "save to files" option that appears when viewing history and then upload it to the other phone?
