Apart from Bob's suggestions:
Please be aware that your Notes are supposed to be in the cloud, in your iCloud account, unless you haven't set that on.
Settings > [your Apple ID, topmost item] > iCloud > Notes
In older versions of iOS, it used to be:
Settings > iCloud > Notes
Moreover, the last item in that section (where Notes is near the top) is iCloud Backup. There you switch automatic back-ups on and off, and there you can perform a manual back-up.
Additional remarks:
1) The free space on iCloud is rather limited (but not everything counts). You may consider upgrading to pay for more. (I use the 200GB plan.)
2) It obviously doesn't hurt to follow Bob's suggestions.
