I *think* you can use the "phone" features without an Apple ID. If you want to do any backups, however you need to use iTunes or iCloud, which require an Apple ID. I'm not aware of being able to transfer contacts (or anything else) without a backup as an intermediate stage. Some phones allow you to copy contacts and calendar to the SIM card, but iOS doesn't allow this.
