As it says in the Apple article below, it is for the iPhone 3GS and the iPod touch (4th generation). Since the 3g came before the 3G, it is not available to it.
On another list someone said that iOS 6.1.6 was also not offered to other iPhone later than the 3GS. Those have to use the iOS 7.0.6 update or go exposed.
