Not yet but with all the "device to device" communication in iOS 7 (beta 1
came out a week ago yesterday) it might be in the future.
In the meantime, there are some great vibration options even allowing
custom vibration tones, the ability to turn flash the LED camera flash on
and off, etc - check out Settings > General > Accessibility there are a LOT
of features for those with slight to major audio and visual disaibilities.
We have one client who is completely blind and uses an iPhone which as you
know only has a home button, power/wake button, silent switch and volume
up/down buttons.
