Replying to spam calls or texts is risky in itself, since it validates the number, which can then be sold. Spammers often don't worry about the do-not-call list. I'm on AT&T, which charges you to block calls, and spammers will then use a different number. If I don't know or recognize a number, I tend not to answer it. There is a small ray of hope, in that iOS7 will, at long last, include a blocking feature.
