Apple decided to use the Bluetooth (BT) icon to show 'connected' vice 'on' in iOS12. If your iDevice is connected to a BT accessory the icon will appear.

You can check status in Control Center. Highlighted blue is on, white is temporarily disabled, and no highlight is off. You can toggle on and temporarily disable BT by touching the icon in Control Center. When disabled, BT will not connect for 24 hours unless you toggle it back on.

In Settings there is a slide switch to turn BT on or off. Off in this context is off until you turn it back on in either Settings or Control Center.
