If you can see who is calling, why NOT ring back and ask why he or she rang you.
Machinery exists to dial numbers for marketing, et hoc genus omne. If you answer, somebody will talk if they are available - otherwise silence.
If it's always the same number - and NOT somebody you know, why NOT just block that number?

I say "hello" several times and can not hear anyone on the other end. I can see the timer is running like someone is on the other end. When I have asked, one of the people that called stated on their end, the phone just rang and rang and they could not hear me and it never went to voice mail. (I am not sure if they were all like that or not.) This happened a lot a couple of months ago a lot, and then it stopped.
