I don't know the solution but I have the same issue on my iPhone 5 operating on 9.2.1 with 32 GB. I am not sure exactly when this began but my reminders used to work properly.
Some alerts appear on the screen without a sound.
For me, Reminders entered in the app follow my settings, but Reminders entered via Siri just show the alert, with no sound or vibration (and yes, that's fairly useless.)
