I don't know the solution but I have the same issue on my iPhone 5 operating on 9.2.1 with 32 GB. I am not sure exactly when this began but my reminders used to work properly.
Some alerts appear on the screen without a sound.

I have an iPhone 6s running iOS 9.3 beta 5 and recently tried to set a reminder for a specific time. I expected when that time arrived I would get some kind of alert or notification from the reminders app. This did not happen. So I checked that I had an alert tone set as well as any settings that might disable an alert tone. All appears correct. So tried setting another reminder with the same result. No alert or notification when the reminder time arrived.
Is there supposed to be a alert tone or am I misunderstanding how this reminder app works?
