Apple is aware of the problem. They are working on a fix.

Not an iPhone issue but maybe someone will have some insight. I just got a used iPad 3 and I'm trying to restore it with a backup. But the backup was done with iOS 9.3 so it won't work. So just update the iOS on the newer iPad to 9.3 right ? But I get a message telling me that iOS 9.2.1 is the latest OS. If I go to Settings it says my software is up to date.So how do I get it to upgrade to 9.3 ?I've tried resetting the new one back to new and am still getting the same message.Dutch
