I understand that a problem occurred for some owners of older devices so Apple pulled back the update until they are able to fix the problem. You should be able to proceed then. Here's some info:

Not an iPhone issue but maybe someone will have some insight. I just got a used iPad 3 and I'm trying to restore it with a backup. But the backup was done with iOS 9.3 so it won't work. So just update the iOS on the newer iPad to 9.3 right ? But I get a message telling me that iOS 9.2.1 is the latest OS. If I go to Settings it says my software is up to date.So how do I get it to upgrade to 9.3 ?I've tried resetting the new one back to new and am still getting the same message.Dutch
