  I do not know if that is the way it is *intended* to work, but it seems reasonable to me to add such a level of security.
  
  The 4- or 6-digit typical passcode is immensely less secure (if, say, your phone is stolen) than is a typical, secure, iCloud password.
  
  If someone manages to break into my iPhone, I would not want them automatically to have open access to all my iCloud data.
