Does the phone have to be unlocked to be able to swap the SIM?

So who is your provider?

Do a web search for European SIM cards. You don't have to get the card in the US, but should be able to pick one up after you arrive.

Then call your provider and ask them what options they offer, as each has different plans. And how to turn off the CDMA or PCS, if you have one of those phones.

Years ago, you could find pay-as-you-go SIM card easily in London. I would assume you can find them easily in any major city in most of Europe now, maybe even in the destination airport. Just ask if they cover the countries you will be traveling in.
