A few weeks back, I posted a detailed answer, although I'm not sure on which forum, and I can't find a copy of what I wrote earlier.

In iTunes 12, if you need the left-pane listing of Playlists, you click on Music icon (for example) in the top row, then click on the word "Playlists", also in the top row.

Similarly for Movies, TV Shows, Podcasts, etc.

Unless iTunes on Windows is a LOT different than iTunes on Mac, you would have to have other, more serious, problems than just not knowing how to display playlists for this to happen.
