As our Moderator said, please check to see that you have turned on the Location Services for the navigation app that you are using.

If you can see a map, while on the move, in either GoogleMap or Apple's Map.app then you have cellular data. Neither app downloads maps to the iPhone.

If you don't see a map, but you see a indicator of your location without a map behind it, then you have a GPS signal, but no cellular data to draw the map (as you travel).

May I ask who your cellular provider is, and how you managed to get a plan without cellular data?

I replaced my iPhone 4 with iPhone 6 recently.
I do not have data connection but extensively use wifi at home and work place.
I use google maps as well as Apple map.
When I have to go anywhere, I download the map from wifi.
While on the move, the map in iPhone 4 used to update my location as per GPS but the same does not seem to work on iPhone 6.
Does iPhone 6 not provide location without data connection?
In other words, has the GPS been replaced by software and thereby crippling the working efficiency?
