Sounds like gentle and persistent education may be you're best bet.
Tell her that unless she listens to music all day or lots of movies every month, she should be well below her data limit. Then show her each month what she has used.
She is possibly on a limited budget and $70 a month is a lot for a phone bill. With my current under-employment my $80 a month is a lot. Does she really need a smart phone? Does she really need an internet connection on a cell phone? That is really a small display for 75 year old eyes.
