Good grief, I can't believe I screwed up that description like that! I should have said that if she changes the Cloud setting for Calendar to 'On' there is no '+' sign available.
In the posts I see in the Apple Community site about seeing no '+' sign the solution given is to turn the Cloud on for Calendar. In her case this turns off the '+'sign.
