Thank you, Jim, for the correction and the explanation. I stand corrected.
Assuming there is coverage in the areas Bill will visit, what are the costs of using an AT&T International plan, versus renting or buying a local cell phone in Japan for a 5 week period.
From what I have heard, AT&T International plans are not cheap. My brother and I have found that it is cheaper when traveling to England, to buy a cheap cell phone and then buy pay as you go SIM cards. On the next trip, the only expense is either a new SIM card or a "top off". Surprisingly, we have found that the number can be inactive for a year or more and still be used again. That would not happen in the US.
Bill will have to decide for himself. Sounds like he has enough time to look into it.

This states:

(No GSM in Japan.)
AT&T iPhone 5 will work in Japan, but NOT because Japan is GSM.
It's because the phone is multi-band and works on some non-GSM networks:
