Perhaps do a hard reset - hold the power button and home button down
together until the apple logo appears and then let go. It will take a few minutes to "do its thing". that will possibly clean any bugs out. I was going to suggest pausing the download by holding on the app icon and then tapping it again as I have had a long waiting hangup periodically that responds to that but you are saying it has downloaded and hangs at the install stage - a totally different problem.
