I believe your import settings already converted the track to AAC. That being the case, you can skip conversion and proceed with changing the file extension from m4a to m4r.
In windows, you have to set it first to show the file extensions. I'm not sure but when on a folder window, it should be in Tools > Options.

ok..dragged the MP3 file to the library and it ended up in the MUSIC folder. right clicked on it but no option to create AAC version.
i'm not the person who asked the original question. i posted step-by-step instructions on how i create, convert and transfer MP3/WAV files to the iPhone. your method seemed faster even though my method only takes a minute or so but your method is not working for me.

Are you using a Mac or Windows PC?
Just drag the mp3 file to your iTunes Library.
ON THE ITUNES LIBRARY, right click on the tune you want to convert. An option to "Create AAC Version" should appear.
After converting to AAC Version, the new track appears. Right click on it and select "Show in Windows Explorer" or "Show in Finder" if you use a Mac.
Rename the file extension from m4a to m4r.
Drag it again to iTunes or double-click to open in iTunes (presuming it's your default player).
(By the way, delete the invalid track on iTunes before dragging the m4r file back. That's the AAC track that became invalid after you changed the file name.)
The new ringtone should appear in "Ringtones".
