Anyone can type quickly, if they don't care what their output looks like.
If one is actually trying to communicate, then intelligibility, coherence, and correct spelling are relevant.
If either the person's thought processes or their typing method or their hardware interfere with those factors, that is a BAD thing. If they support those factors, it is a good thing.
