MC, unless the batteries of your Power Banks are Ni-Cd chemistry, which is highly doubtful, there should be no harm in "topping them off". In order to determine a true "amount of charge stored", a resistive load comparable to that of your phone would need to be put on the pack.

Ladies & Gentlemen
I would like to be able to see the state of charge of my Power Banks
I charge them up and a tiny LED flashes and then stays on before going out.
I would like to be able to see how much charge is stored in the Power Bank - so I know if it's worth re-charging it.
Has anybody invented a Power Bank test meter that displays the amount of charge stored, please?
I have looked on the internet but NOT been able to find anything that matches my needs
