I don't recall if you can restore selected files such as voice memos to an iPhone, but you should at least be able to add the m4a files into iTunes as and then sync them to the new phone.

The sound files in question also exist on the PC as separate *.m4a files. (As I was setting up the new phone from scratch and not restoring the old backup, I was careful to keep quite a lot of individual files from apps etc and the Voice Memos are among them)
