You have the off load feature enabled. go to Settings> General> iPhone Storage and turn it off.

They need to get out of the office and out of Silicon Valley to the real world with flaky coverage and pre-paid plans. In the US I have AT&T unlimited so I just have the frustration of waiting--sometimes fifteen or twenty minutes--to get an app back. In the Caribbean it comes out of the pre-paid data limit on my local SIMs.Does anyone know a way to stop iOS from taking apps off my phone?daveAnnapolis MD
