Brilliant. On my phone (iPhone 6 iOS 11.4.1) the switch is Settings > iTunes & App Store >Offload Unused Apps
In my research the capability, which has merit, is supposed to be off by default. It is certainly not something I would ever have turned on. At some point some iOS upgrade must have turned it on. *grump*
