I found it. Thank you. I did not know what that icon was for, now I do. 

However on my iPhone 8, I swipe up from the bottom to get to control cener.

Check that the rotation lock is not on.  What model and iOS?  On iPhone8 and X, when you swipe down from the upper right to the control center, you can see the lock icon.
