Have you tried Google Suite?
There's Google Docs. You can create notes etc with it and even have friends add things to it if you share your specific doc with them.

You might try Microsoft OneNote. It's free, I'm pretty sure it's available for Kindle and know it's available for iOS and macos as I use it there, and while I haven't done a lot with it in offline mode, what I've done has worked and it's synced back up once I was online again. Worth a try at least.
