I have had service with AT&T for over 15 years and sold phones for 5 years. They have always had a delay connecting to the tower after being off. Turning off the cell data is the same as the phone being off to the carrier. I hope you can find a better way to save data.

Either way you go, it will take a few moments to make contact with a tower to start up data. If it did searched for towers and data constantly, your battery time would be horrible.
