OK, just to be clear. Let's say right now, my cellular data is off (I don't ant any data coming down because I have a ltd data plan). My wifi is on. I leave the house. I can place a call with no problem. Now, I am in my car, and want to use Yelp to find a restaurant. I turn my cell data on. I will at this point always get the message, No internet connection available" and although I wait in order to give the phone plenty of time to connect, it doesnt, unless I reboot the phone.

I cannot use airplane mode, because then I lose my phone connecetivty as well, and cannot call out, nor can I receive calls.

Yes. Turning cellular back will search for a signal. But what you need the phone to do is register with the network & just turning cellular on will not nessasarly do that. All it does find a signal.
