I'm not well versed on how it works with the PC but I remember helping my Dad set up his iPad and I thought the first time I plugged it in a Photo editing app came on and asked if the pictures should be synced?

Maybe the setting you are looking for is not in iTunes but your photo app?

iTunes downloads and syncs the camera roll on my iPad2, however, will not on my iPhone 5S. The setting box is checked on both for Photos.

Any suggestions on a missed setting on the phone? Other?
