I am not sure about apps, but your iTunes music library (on your Mac or PC)
can be shared, using the iTunes application on your home network. In iTunes
preferences, there is a "sharing" tab which allows you to share either your
whole library or selected playlists.
Once set up in iTunes, on the iPhone, go into the "Music" app and go to
"Sharing" in the "more" tab at the bottom. There you can select a shared
library to play from.
