Odd. I use Notes on my iPhone, on my iPod Touch, and in Outlook on my Windows Vista laptop. I can add, edit, and delete any Note on any platform. iTunes syncs everything. If I change something on two platforms iTunes asks me how to resolve discrepancies. I don't know if it's relevant but I do not use iCloud.
