This one also works well for notifications. It's called Weather Alert
USA. It is on sale for $6.99. I use it and it send thru alerts for
any cities you have programmed. It is the same loud sound that they
use on TV when an alert comes thru (if you have alerts set to high).
It has tons of alerts from the most important such as tornado down to
the smallest such as freeze warning.

I find it very reliable and fast.
