It looks like your Operating System might have been corrupted.
You can do a Restore from iTunes… it will download and install a new copy of IOS.

When I have completed any OS update on my iPad or iPhone, the next thing I do is force a re-boot (press and hold home button, and while you're doing that, press and hold On/Off button, holding until the logo appears).
Try it.
