I only guessing, but you might try opening MSN Mail on the web, log in to your account and see if you can delete the folders there.

I have an iPhone 8plus.....when I click on the envelope symbol to get to mailboxes I have a whole list of grayed out folder symbol Msn......I can't get rid of them.....if I click on edit the screen flips off to home screen again....I can get to actual active one that says inbox that I can get to my email
