I did a quick search at Apple Support, but could not find how to lock or unlock a sim card. How is it done? All I found was how to transfer data to the card, and since most phones can reach iCloud, what is the need to transfer data to the card?

Because you are *not* prompted to unlock it after a shutdown-restart.
