I found that if you are not with one of the 4 major carriers, you can not place an order, even when trying to purchase an unlocked phone.
If you go to the Apple website and select the iPhone 8, it will give you the 4 major carriers plus a 5th option which is ... "Buy without a carrier. SIM-free Activate with any carrier later".
