There is no standard as to how fast they have to go through. Normally, it is fast, but there is not standard that they are held to.
I would suggest resetting network settings on all devices.
For the iPhones, Settings> General> Reset> Reset Network Settings.
You may also have to re-enter a few WiFi network passwords, but this should cause any new carrier setting to reload. It sounds like AT&T made some changes recently in your area.
