It depends on where you are. Since every cow pie in the United States has a Verizon tower on it (<-joke, all rights reserved) there are fewer weak signal areas and you can use it in more places. Where AT&T has a good signal an AT&T hot spot will be faster than a Verizon hot spot with the same signal strength.
With LTE speeds should be equivalent.
A Verizon iPhone will cut off everyone connected to the hot spot when a call comes in. An AT&T iPhone hot spot will continue to support data users during a call.
