I am from Canada and to my knowledge carriers here do not make that distinction. So, does this mean that the "Personal Hotspot" setting on the iPhone would be greyed out/disabled if I get the $25 DataPro plan and not the DataPro 4GB plan for $45?

Welcome to AT&T! Yes, they want you to pay another $20 to tether or hotspot.
Check, you may be able to turn it on and off as needed. It may even be prorated for less than a month.
I can't use it, because I'm grandfathered into a so called unlimited plan.
