Texting is not part of AT&T's or Verizon's data plans, it is part of their texting plans.
And if she is connected by WiFi, then with iMessage on, then if she is texting with someone else with iOS 5, then she is not using any of her cell phone texting plan.
For most people in North America, their home internet connection is cheaper than cellular texting, and if they are using a public WiFi hotspot, then it is free. In 99% of the cases, it is cheaper than cellular texting.
