There is no "New SE" iPhone, although many have expressed a desire for a small device like that. But keep in mind that one thing that allows for better cameras is larger size.
NO iPhone model is "the same as other models" in terms of photo capabilities.
iPhone cameras have made steady strides every year since the original iPhone.
The SE was introduced in March 2016 and discontinued in September 2018.
Current iPhone photography is benefitted by (a) better camera hardware, (b) multiple cameras, and (c) some incredible "computational photography" (intelligent image processing).
The SE was introduced at $400 or $500 depending on internal storage.
You could get an iPhone 7+ from Amazon for $400, or an 8+ for about $500 – which both have the dual cameras. If you want better/more capable than that, you would have to go for one of the iPhone X models, which are costly.
