Some time ago I had a similar problem. After speaking with AppleCare, I signed out of iCloud on all of my devices (did not save anything from iCloud on the devices), restarted each one, then signed back into iCloud, reversing the order I'd used in signing out. It took some time for everything to re-populate on my iPad, iPhone and MBP, but that did the trick for me. YMMV.
