I happen to experience something similar (not equal). And I'm in the Netherlands. I have four mobile subscriptions, all of them "unlimited". (I'm a cable-cutter.) For each subscription I have a Duo SIM-card: twin cards that I can use one at a time. So switching phones is a matter of setting Airplane mode on on one and off on the other.
I received my Xs on Friday. I took the SIM-card from my iPhone 6, then inserted it into the Xs. I installed the apps and settings on the Xs from a fresh back-up and up-to-date iPhone 7 Plus containing the other twin card. I continued doing whatever, with the 7 Plus still on air.
Ever since, the 7 Plus won't dial or respond to phone calls, but I can send and receive text messages. Whereas the Xs behaves as it should. (I already love it, especially the Face ID. I had my had scanned without reading glasses, and it has no trouble recognizing me wearing them.) I have restarted the 7 Plus, reset its Network Settings, re-inserted the SIM-card, whatever, observing the Airplane mode matters.
I figured that there must be some trouble with my provider (as the Android phone on another line didn't respond to an incoming call either, though calls are to be forwarded to that line if not answered on the first line), and went to a nearby shop of it. The clerk there happened to be more of a salesman than of help, and eager to find causes out of his reach. So he declined to do what is high on my list: swap the cards, to pinpoint the cause. (I'm hesitating, because I'm likely to enter a busy week. But I could also rely on an Android phone..)
