I had the same thing happen...Mac crashed, new PC. When I first set up
iCloud I had the same problem. I called Apple - they said "patience". I
guess it takes a while.
Give it 24-48 hours. Hopefully they will all show up by then.

Our Macintosh crashed and so we have a new PC. I set up iCloud on the
computer, and also it has been on our iPhone 4.
I can't get it to import but a few of the pictures on the iPhones
photostream folder.
