When you added the phone number without the country code, did you use a different identifier than the first phone number. For example, if the first number was identified as iPhone, did you identify the second as Mobile or Other?

If you use your use your husband's name, rather than the relationship husband, it may remove one step in the process and allow it.

I don't know your customs, if using your husband's name in public is not proper, then maybe make a new contact for Husband and the phone number without the country code.

Remember that Siri is still in beta. I found this after a short web search. It is a video called "iPhone4s make Siri restricted countries by Apple". I have not tried it so use it at your own discretion.
