In sleep mode if its connected to WiFI then yes it will report its
location.
If its been physically turned off from a user OR if the battery drains then
no it cant locate its self. All you might see if a last known position.
Now if a user charges it back up, and it can find a data source then it
will report that position.
Thats IF the people have not hard reset it and wiped the tracking info..
Thats the gray area, i have not read up on what happens if a user hard
resets the device and then creates a new apple ID or uses an existing one
that is different from original one.
My best guess is that feature no longer works as the original log in to
track the device is gone.
