Then call AT&T and ask them if it was sent in error, and to show you numbers to substantiate their claim that you are in the top 5%. And to define top 5% of all users or unlimited data users. Take good notes. If you go into a store, make sure it is a AT&T company store and not a franchise store. Better yet, call AT&T, so their answers don't change because you are taking notes.
